STEPHEN F. FREIBURGER, PE
Stephen received his BS in General Engineering from Idaho State University and has over 32 years of experience with transportation (highways and airports) and civil projects in Idaho, Montana, Nevada, and Wyoming. During his career, Stephen has served as project manager/engineer on several hundred miles of roadway design projects, multiple transportations master plans and dozens of bridge projects, along with numerous sewers, water, landfill, and liner projects. Stephen is experienced in all facets of civil design including roadways, airports, structures, environmental projects, landfills, transportation planning, and construction.
W. JOE BARTON, PE
Joe holds a BS in Civil Engineering from the University of Idaho and is a registered Professional Engineer in Idaho, Nevada, and Washington. He has been providing civil engineering services for over twenty-six years in various capacities. His wide range of experience includes land and site development projects, transportation planning and design (local roads to interstate highways), bridge approach design, traffic modeling, traffic impact studies, airport planning and design, and construction management. Joe’s vast experience has ranged over many project roles including project manager, design engineer, designer, specification writer, quality control reviewer, and public involvement coordinator, to name a few. Joe stays current with the latest design standards and design software in order to provide the highest quality engineering services in the most efficient manner.
Stevie M. Lloyd, EI
Stevie joined Paragon in December of 2023. She graduated from Boise State University in May of 2021 and is a registered Engineering Intern in the State of Idaho. Stevie has experience in land development and residential structural design and has recently begun gaining experience in local municipality and local highway district transportation projects. Stevie has a passionate drive for learning and is excited to gain experience in transportation planning and design.
ROY DEL BOSQUE, EI
Roy has worked with Paragon for three years. He graduated from Idaho State University in 2020 with a BS in Civil Engineering and is a registered Engineering Intern in the State of Idaho. Roy has worked on local highway district projects and urban roadway projects. Roy is a knowledgeable CADD user who keeps informed on local/state design standards. With a sound understanding of engineering practices, Roy is a valuable asset to the Paragon design team. Roy is an enthusiastic upcoming engineer whose passion and hard work will help complete project deliverables.
MATT HILEMAN, EI
Matt graduated from Cal Poly San Luis Obispo in 2021 with a BS in Civil Engineering. He has worked in construction and engineering since 2018, designing and overseeing the construction of custom residential homes, commercial buildings, and swimming pools. Since starting at Paragon in early 2023, Matt has worked on urban and rural roadway projects, traffic signal design, and conducted construction oversight in the field. Matt is passionate about engineering and providing high-quality products for clients. His excellent attention to detail, eagerness to develop as an engineer, and strong work ethic make him a valuable member of the Paragon team.
SHAWN BENEDETTI, EI
Shawn received his BS in Mechanical Engineering from Ohio Northern University and has 20 years of experience. Shawn's background as a project manager/engineer in the design and servicing of landfill gas equipment, and understands the regulatory requirements that drive the need for these systems. And since Shawn has been working with Paragon Consulting, he has been involved in landfill gas to energy projects, landfill regulatory compliance support, and assisting on landfill expansion projects.
ADAM LaBLOND
Adam received his BS in Mechanical Engineering from Boise State University in 2023 and has been with Paragon since December 2023. Adam has experience in a wide range of fields, from Modular home design, Resident housing management, Viticultural science, and more. His variety of experience and knowledge brings a unique perspective to the Paragon office. Adam brings enthusiasm to learning and is excited to provide high-quality engineering work with the Paragon team.
